China, Europe, and the Contradictions of Pan-Asian Leftism
Wang perceives Europe as a collection of nation-states (even the EU tends to become a big nation-state), while he praises China as a unique multicultural civilization. But is not China’s tendency toward a strong united nation-state with tight control of minorities (Uyghur, Tibetan) extolling patriotism as its supreme value? But isn’t Europe, in regard to socio-economic rights, still far more “objectively Social Democratic” than China, a state much more exposed to popular pressures? One should also highlight the tension between an official ideology and its actual implications, well beyond the standard Marxist point that, in capitalism, liberal freedoms and rights justify exploitation and domination. In a recent debate, a Muslim friend of mine argued that Islam offers far better protection against corruption and financial profiteering than Western capitalism, grounded in the Protestant individualist ethics. The Quran prohibits interest rates and demands a portion of profits are given to the poor. It treats private wealth not simply as an individual’s property, but as part of a social wealth that the individual must distribute for the common good. Sounds nice, but then why is corruption much more rampant in Muslim states than in the Protestant Scandinavian countries? Wang and other Leftist Pan-Asians use the term People’s War in reference to Asian emancipatory movements—military operations that go beyond the state army and involve a large strata of civil population, like farmers and workers. Examples include the Chinese Revolution, the Vietnam War, and the Korean War. However, doesn’t the term fit perfectly with what goes on in Ukraine after Russian aggression? The Ukrainian Army’s activities are combined with local initiatives, self-organization, and forms of improvisation, like small personal drones used for reconnaissance and bombings. Russian forces are clearly not waging a people’s war—hundreds of thousands fled the country to avoid being mobilized, and Russia had to resort to mercenaries and prisoners. When China sent “volunteers” to help North Korea (after the U.S. Army intervened on behalf of the UN to enable the South to survive), these volunteers were simply regular army units. It’s the same with North Korea offering Russia 800,000 volunteers to help it fight against Ukraine. We should thus qualify our earlier statement: China and Russia are also hypocritical in their own ways. Their proclaimed respect for national differences is a fake, they clearly prefer particular sociopolitical options around the world (mostly authoritarian ones). When Putin claims that Islamic states and the monarchies of the Persian Gulf have the right to choose their way of life, he ignores the inner antagonisms, tensions, and struggles in these countries (like everywhere else). As the protests in Iran demonstrated, these inner antagonisms open up space for another universalism that is opposed to imperialist universalism: the universalism of the struggle for emancipation, of the global solidarity of all those oppressed.
